Augustus's reorganization of the Imperial Roman army in 27 BC introduced the auxilia, non-citizen troops closely tied to the citizen legions. By the 2nd century, the Auxilia equaled the legions in infantry numbers and provided the bulk of the Roman army's cavalry and specialized units, comprising a substantial portion of Rome's land forces. Recruited mainly from the peregrini, free provincial subjects without Roman citizenship, the Auxilia offered opportunities for enlistment from territories outside Roman control, unlike the exclusive legions.
The reliance on non-Italic troops, especially cavalry, grew after 200 BC, supporting the legions. Under the Julio-Claudian period (27 BC–68 AD), the Auxilia transformed from disparate levies to a disciplined force with standardized organization and equipment, akin to the legions. Auxiliary regiments were often deployed in provinces separate from their origin to bolster security and foster Romanization. While many retained their names into the 4th century, the units had evolved significantly in size, structure, and quality by then.
